- A ju jep blerja e pronës në Shqipëri leje qëndrimi? (2026)
- Is it better to rent or to buy an apartment in Albania?
Buying costs about 2.5% of the price in fees and the yearly running costs of a flat are low (EUR 140-240 for a 55 m² flat in Durrës, before utilities), so owning beats renting once you stay long enough to absorb those fees and the 3% agency commission on a later sale. In Durrës a beach 1+1 that rents for EUR 390 a month sells for about EUR 82,500 at the October 2026 index median, a gross yield of 5.7%; with 25% down and a euro mortgage at the 5.00% average rate the payment is about EUR 408 a month over 20 years. Rent first if you are not sure of the town or plan to stay under three years.
Yes. A German citizen can buy an apartment or a house in Albania with a passport or identity card, on the same terms as an Albanian buyer; only agricultural land is closed to foreigners. Under the Germany–Albania tax treaty (in effect since 2012) rent from an Albanian flat is taxed in Albania and exempt in Germany, which only uses it to set the rate on other income (Progressionsvorbehalt).
Yes. A Polish citizen can buy an apartment or a house in Albania with a passport or identity card, on the same terms as an Albanian; agricultural land is the only category closed to foreigners. Under the 1993 Poland–Albania tax treaty, rent from the flat is taxed in Albania and exempt in Poland with progression; Polish private rental income at home is taxed at 8.5% (PIT-28).
Yes. A British citizen can buy an apartment or a house in Albania on the same terms as an Albanian; only agricultural land is closed to foreigners. GOV.UK allows up to 90 days in any 180 without a visa, and the UK–Albania double taxation agreement has been in force since 30 December 2013.

Under a Council of Ministers decision of 10 April 2026, Ukrainian citizens may enter without a visa and stay without a residence permit until 30 March 2027.
Po.
- Can you buy an apartment in Albania for under €50,000?
Yes, but almost only studios on the Durrës coast: on 21 October 2026 Domlivo listed 13 flats at €50,000 or less, 12 of them studios of 24-52 m² in Shkëmbi i Kavajës, Plazh, Golem and nearby, and one 83 m² flat in Kavajë town. A budget of €70,000 opens 58 flats. On a €45,000 flat the buyer’s notary and registration fees come to about €210.
Taksat dhe tarifat
- Money in Albania: do you need cash, do cards work, and how do you open a bank account?
The currency is the lek (ALL); on 23 October 2026 the Bank of Albania rate was 90.74 lek to the euro, and the lek has been strengthening for years. Cards are accepted in supermarkets, hotels, fuel stations and most restaurants in the cities (about 67% of payments through banks in 2025 were by card and there were 38,662 card terminals in mid-2026), but markets, small shops, taxis and many landlords want cash, in lek or euro. Since 7 October 2025 Albania is part of SEPA, so euro transfers from an EU bank are cheap and fast. Cash of EUR 10,000 or more must be declared at the border. A bank account is opened in person with a passport; banks publish few rules for non-residents, so ask the branch what it needs before you come.
Me transfertë bankare.
- How much does it cost to live in Albania per month, by city?
One person renting a one-bedroom flat spends about EUR 650 a month in Durrës and EUR 865 in Tirana on rent, utilities, internet, a phone, groceries and health insurance, at October 2026 prices (Domlivo estimate). Rent is the main difference: a 1+1 is advertised at a median of EUR 390 in Durrës and EUR 590 on average in Tirana. A basic supermarket basket for one person costs about 15,400 lek (EUR 168), electricity is 10.2 lek per kWh, fibre internet from 1,300 lek and a 15 GB mobile package 1,600 lek a month. Registering a sale contract at Albania's State Cadastre Agency (ASHK) costs 5,000 ALL, about €54, since VKM 462 of 31 July 2025 raised it from 3,500 ALL. Registering late costs 10% of the fee for each day of delay, up to 300,000 ALL, and the documents a buyer orders to check a property cost 1,000–3,000 ALL each.

On a €100,000 flat that is roughly €300–333; if the contract price is below the zone reference price, the fee is computed on the reference price.
The annual tax on a residential building in Albania is 0.05% of its value, where value means the official reference price per m² times the area, not the market price (PwC, July 2026). For a 60 m² flat in central Tirana at a reference of 228,400 ALL/m² that is about €74 a year; a draft law put out for consultation in June 2026 would move to 0.1–0.2% of market value from tax year 2029.
Not on an apartment. The 2% local tax on transferring ownership (Law 9632/2006, Art. 28) applies to land and plots, and the seller pays it; when an apartment or house is sold, the seller pays 15% income tax on the gain instead (Joint Instruction 34/2023). The buyer's own costs are the notary fee (0.23–0.35% of the value) and the ASHK registration fee of 5,000 ALL (October 2026).
No VAT is charged on the sale of a new apartment to a private buyer in Albania as of October 2026: the supply of buildings is a VAT-exempt supply, and the option to charge 20% VAT on a building sale cannot be used when the buyer is an individual buying a home. VAT on the first sale of new homes was proposed in the 2022–2026 revenue strategy but not enacted in the sources found.

A retired couple renting a one-bedroom flat pays about €521 a month in Durrës and €717 in Tirana for rent, utilities, internet, municipal fees and voluntary health insurance (Domlivo calculation at October 2026 prices), before food and transport. To stay longer than 90 days in 180, a foreign pensioner needs a residence permit under Article 85 of Law 79/2021, which asks for a pension of at least 1,200,000 ALL a year, about €13,040.
Pronësia dhe dhënia me qira
- What does a second home in Durrës cost to keep per year?

Home fibre starts at 1,300 lek (EUR 14) a month for 100 Mbps and 1,900 lek for 1 Gbps on a 12- or 24-month contract, plus a 1,500 lek installation fee; fibre reaches 55 of Albania's 61 municipalities. Albania is not yet in the EU "roam like at home" area (negotiations were proposed in February 2026), so an EU SIM pays roaming here; roaming inside the Western Balkans is surcharge-free. Prices are from the operators' pages of 24 October 2026.
- How much is long-term rent in Albania, by city (2026)?
A one-bedroom (1+1) flat on a yearly contract is advertised at about EUR 590 a month on average in Tirana (agency average, first half of 2026), a median of EUR 390 in Durrës and EUR 380-430 in Sarandë (September 2026), EUR 300-600 in Vlorë depending on the area and EUR 250-430 in Shëngjin. Two-bedroom (2+1) flats cost roughly 30-60% more. These are asking rents; tenants usually settle 5-10% lower, and beach flats are 60-100% dearer in summer than on a winter or yearly lease.
- Sa kushton menaxhimi i qirasë në Shqipëri?
Short-term rental managers in Albania charge about 10–15% of booking income for a partial service and 20–30% for full service, with premium operators up to 40–45% (Airbtics, 2026). On top of that the owner pays 15% tax on rental income and the building's administration fee, which under Law 55/2025 can be secured by a mortgage on the flat after six months unpaid.
About 5–7% gross for a one-bedroom flat let long-term, at October 2026 asking prices: roughly 5.3% in Plazh, 5.9% in Shkëmbi i Kavajës and 7% in Golem, before the 15% rental tax and costs. Flats in Durrës are listed at a median of €1500/m² across 532 flats in the Domlivo Price Index (5 Nën 2026).
- Do you need a licence to rent your flat to tourists in Albania?
You need a categorisation certificate. Since Law 30/2024 amended the tourism law, a private owner letting an apartment, villa or room to tourists must apply for one before starting, through e-Albania; operating without it is fined 20,000-50,000 ALL for 1-5 rooms. No business registration (NIPT) is needed, and the income is declared in the annual DIVA return when it exceeds 50,000 ALL a year (tax office, February 2026).

- How do healthcare, health insurance and schools work for a foreigner living in Albania?
Emergency care is free for everyone in a life-threatening case, residents and visitors alike, on the number 112 (127 also works). Beyond that you need insurance: a foreign resident who is not employed in Albania can join the public scheme voluntarily for 3.4% of twice the minimum wage, about 3,400 lek (EUR 37) a month per person, with a 6-month waiting period before the family doctor, hospital and reimbursed medicines kick in; until then, and for private clinics, you need a private policy, which several permit types ask for anyway. Public schools are free and open to foreign children, in Albanian; international schools in Tirana take children from age 2 and publish their fees on request.
Six steps: check the property card at ASHK, sign a preliminary contract with a deposit, sign the deed before a notary, the seller pays 15% tax on the gain, the contract is registered at ASHK (5,000 ALL since July 2025), and you transfer the utility contracts. The buyer's legal costs on a €100,000 flat come to about €350–390 (October 2026).
- Si verifikohet një zhvillues pronash në Shqipëri?
Start with the land: ask for the property card of the plot (1,500 ALL at ASHK) to see who owns it, any mortgage on it and the registered developer–landowner contract. Then check the developer's finished buildings, which must have been finally registered at ASHK before their buyers got property cards, and pay only by bank transfer through a notarised contract (October 2026).
- How do you get a residence permit in Albania: types, documents, fees and timing?
You apply online on e-Albania within 30 days of arriving, while you are in the country, upload the documents, pay the fee at a bank within 24 hours of approval of the file and post the originals within 7 days; the decision takes up to 30 days and you then collect a biometric card in person at the local migration office. A first permit lasts up to one year (five for US citizens) and can be renewed; permanent residence comes after five years. Service fees under VKM 858/2021: 8,000 lek for a property owner, 4,500 lek for a pensioner, digital nomad, student or family member, 12,500 lek for a permanent permit, plus the card. Proof of funds is a 300,000 lek deposit per person per year or 32,000 lek of monthly income unless the permit type says otherwise.
- Can you drive in Albania on a foreign licence, and how do you exchange it for an Albanian one?
Yes, for your first year: a foreign or international licence is valid until you have been resident in Albania for more than a year (Road Code Art. 133); GOV.UK gives the same 12 months for UK and EU licences. After that you exchange it at DPSHTRR without a test if it was issued by an EU state, the USA, Canada or a country with a bilateral agreement (Italy, Germany, Greece, Kosovo, North Macedonia, Montenegro, Serbia, Turkey and others), for 4,000 + 4,500 lek (about EUR 92), with notarised translations and a medical certificate; you need a residence permit valid for more than a year. Fuel is capped by the state several times a week, 213 lek a litre for diesel and 190 for petrol on 14 October 2026.
