Kamëz is formally its own municipality on Tirana’s northern edge, and it prices like it: reservations in the Ulliri development’s first phase ran €750–900/m², the lowest figure anywhere in the agglomeration. Everything that makes it cheap is also what to examine — title history, transport into the city, and a reputation the area is still working against. The state reference rate is 62,500 lek/m², shared with neighbouring Paskuqan.
This is a place to buy with a lawyer and a long horizon, not on a viewing and a good feeling.
