The New Boulevard is where Tirana is being rebuilt rather than filled in: a master plan covering roughly a fifth of the city, the mayor’s office and the courts moving in, and a Qatari-funded square. First-line asking prices start around €2,700/m² while the second line sits near €1,900/m² — and that second line rose 36% in a year, the fastest move in Tirana. What you are buying is the plan, not the neighbourhood as it stands today, so the honest horizon is three to seven years and the honest risk is that state construction runs late.
The reference rate straddles two administrative units, 93,600–163,600 lek/m², which is another way of saying the area is not yet one settled place.
