Buyer who works in Tirana or needs the capital: Durrës. The SH2 already takes 30–60 minutes, and the Tirana–Durrës railway is due to cut that to 22 — its dates have slipped before, so do not pay for it twice.
Short-let investor: Vlorë if you rent to foreign tourists and can pay the higher entry; Durrës if the purchase price decides — its nightly rates are lower, but so is what you pay to get in.
Buyer from Italy: Vlorë. Italians are its largest foreign buyer group, and the Brindisi ferry makes it the natural crossing.
Buyer betting on infrastructure: Neither, on promises alone. Vlorë’s airport premium is in the price while it still has no flights; Durrës’s marina vision hangs on a port move whose tender has failed twice.
