Bringing a car to Albania: import rules, VAT, Euro 4 (2026)

Clearing a passenger car through Albanian customs costs one tax: VAT at 20% of the customs value - there is no customs duty on cars and no excise. A used car must meet Euro 4; the old 10-year age limit was removed in 2019, so age itself no longer blocks the import. On foreign plates a non-resident may drive in Albania 6 months within any 12 without clearing the car at all. Since 17 December 2025 customs applies minimum reference values of 162,500 lek (up to 1.4 L) to 1,000,000 lek (above 4.5 L) when no valid invoice backs the declared price.

What customs actually charges

The whole tax bill at the border is VAT: 20% of the customs value of the car. Customs duty on passenger cars is zero and cars are not on the excise list, so the trade-agreement origin of the car changes nothing. With a valid purchase invoice the customs value is what you paid: a EUR 8,000 car clears for EUR 1,600 of VAT plus the clearance paperwork.

Without a valid invoice, or for older cars, customs falls back on minimum reference values set by the Ministry of Finance (Udhëzimi 26 of 17.12.2025). Two caveats: a draft of the 2027 fiscal package would lift VAT to 21% from January 2027, not adopted as of November 2026; and older sources describe a first-registration luxury tax for engines of 3 litres and up - its current status could not be verified, so ask customs before importing a big engine. The "carbon tax" you may read about is a fuel tax per litre, not an import charge.

Euro 4, and no age limit for cars

What gates the import is the emission norm, not the year on the registration papers. A used passenger car previously registered abroad must meet Euro 4; the 10-year age cap of the original 2018 decision was removed by VKM 154/2019. New cars must be Euro 5. Customs is obliged to turn away vehicles that do not meet the norms - this is checked at clearance, so verify the norm in the car's documents before shipping.

The norms set emission classes, not fuel types: a Euro 4 diesel clears the same way a petrol car does.

Driving on foreign plates: 6 months in any 12

If you are not an Albanian resident, you do not have to clear the car at all: the temporary admission regime lets a foreign-registered car circulate in Albania for 6 months within any 12-month period, free of customs payments. The count does not restart when you pop out to a neighbouring country and back - customs states that expressly. The car must hold a permanent registration abroad, and the regime belongs to non-residents, visiting students, doctors and scientists, and people living abroad whose workplace is in Albania.

The practical consequence runs the other way too: once you become a resident, the 6-month clock is no longer yours, and the car either leaves or goes through clearance - the VAT bill of the first section.

After clearance: plates and your licence

A cleared car is registered at DPSHTRR for Albanian plates; budget the clearance agent and the registration fees on top of the VAT.

Your foreign driving licence works until you have been an Albanian resident for one year. After that it must be exchanged for an Albanian one - without a test for EU, US, Canadian and many other licences, for about 8,500 lek in fees; our driving-licence page walks through the exchange.

  • The first-registration luxury tax reported in 2018 sources (70,000 lek plus 21,000 a year for engines of 3,000 cm3 or more, or cars over 5 million lek) could not be re-verified in 2026: tatime.gov.al no longer serves the old files. Ask customs before importing a large-engine car.
