In Tirana, distance from the centre sets the price. Blloku is the top, at €3,000-5,500/m² for new build and €2,500-3,500 for resale. The centre and Pazari i Ri ask €2,300-3,500 new, Komuna e Parisit and the Artificial Lake €2,000-3,000. Past the ring the numbers roughly halve: Astir €1,200-1,500, Kashar €1,000-1,400, Paskuqan €800-1,200. Recorded sales draw the same line, €2,054/m² inside the Small Ring and €1,768 outside it in the second quarter of 2025.
The market is flat after the boom. The Bank of Albania index showed no change in the second half of 2025 after a 56% rise the year before, the time to sell grew from 7.1 to 8.1 months, and sales close 3-5% below the asking price. A flat priced well under its district’s band needs an explanation, usually in its documents.
On Domlivo the capital is still a small catalogue: 14 flats from €101,265, and a median of €1,980/m² over the 14 that state their area, too few to stand for the city. Judge a listing by its district’s band, and ask for the ownership extract from the cadastre (ASHK) and the occupancy permit of a finished building.

Blloku is the most expensive district: new-build flats ask €3,000-5,500/m² and resale €2,500-3,500. Next come the Artificial Lake area at €2,400-3,000 for new build, where one luxury tower set the national record of €10,000/m², and the centre at €2,300-3,500. For scale, the average transaction price in the city was €1,863/m² in the second quarter of 2025, and €2,054 inside the Small Ring.
In 2026 Tirana is a buyer's market, not a rising one. The Bank of Albania index was flat in the second half of 2025 (0% on the half-year, +4.4% on the year), the time to sell rose from 7.1 to 8.1 months, and a record 1.9 million m² of permits issued in 2024 is still to be built. Gross yield on an annual let is about 4-6% by our estimate. District by goal: the 2026 matrix.
Komuna e Parisit, Myslym Shyri, Sauk and Liqeni i Thatë: parks, schools and quiet streets. New build asks €2,000-3,000/m² in Komuna e Parisit and €2,000-2,500 in Myslym Shyri; resale is €1,700-2,200 and €1,500-2,000. The city's international schools are the British School of Tirana, Tirana International School and GDQ in Don Bosko. The cost of the centre for a family is traffic and air quality. Distance from the centre is the main price line: flats inside the Small Ring sold for €2,054/m² on average in the second quarter of 2025, against €1,768 just outside it, a gap of about 16%. Tirana itself is not on the sea. The nearest coast is Durrës, where a sea view has its own premium; what flats ask there, district by district, is in the Durrës price table.
Flat, after a steep rise. The Bank of Albania index for Tirana showed 0% change in the second half of 2025 against the first and +4.4% on the year, after +56% a year earlier. The average transaction price was €1,863/m² in the second quarter of 2025. Agency forecasts for 2026 are +5-7% in the centre and +3-5% on the periphery; they are forecasts, not data. The full series is in Tirana apartment prices, 2020-2026.
