Shëngjin is the beach of northern Albania: a small port town in the Lezhë municipality, about 45-50 km from Tirana airport, under an hour by car, and 45 minutes from Shkodër. A long sandy beach runs along the town, the Rana e Hedhun dunes lie to the north and the Kune-Vain lagoons, a protected reserve, to the south towards Tale. In summer it fills with visitors from Kosovo and the north of the country; out of season it is quiet.
The point for a buyer is the price. On the Domlivo Price Index the flats listed in Shëngjin ask a median of €1,300 per m², 13% below Durrës at €1,500, and well below Vlorë and Sarandë, where the few flats we list ask over €2,000/m². The same money buys a bigger flat or one closer to the water.
The stock is mostly 1+1 flats, with studios at the low end and 2+1 flats above; most of it comes from local developers and agencies that list with us, so the tables below move as they sell and add. Every figure on this page is computed from the live listings at the hour shown.

What it costs to buy
The costs on top of the price, from the sources behind our purchase cost calculator.
A foreigner buys a flat or a house in Albania on the same terms as a citizen and may sell or leave it to heirs freely; only agricultural land is excluded. The purchase is valid only as a notarial deed. The notary charges 0.35% of the value up to 6 million lek and 0.30% up to 15 million; the cadastre (ASHK) takes 5,000 lek to register the title. An individual buyer pays no transfer tax, the taxes on the sale are the seller's, and there is no VAT on a flat.
On a €100,000 flat the extras come to about €2,300, or 2.3%, with a lawyer, a sworn translator and the agency fee; with every optional item at the top of its range about €4,600. From reservation to the new title it usually takes four to eight weeks; for a flat under construction the deed follows completion. The annual building tax is 0.05% of the taxable value.
Albanian banks rarely lend to non-residents. What the market offers instead is interest-free instalments to the developer until handover, standard on most new-build sales. Rental income is taxed at 15%. Owning a property lets you apply for a one-year residence permit under art. 84 of Law 79/2021; the law sets no minimum price.
