Albania property: questions buyers ask

Yes. Foreigners buy flats, houses and commercial property on the same terms as Albanian citizens; the exception is agricultural land, which a foreigner cannot buy directly. Ownership passes only by a notarial deed. You need your passport, a sworn translator if you don't speak Albanian, an apostille on documents issued abroad, and you pay by bank transfer.
