Sarandë asks €2,000–2,500/m² for new build within a kilometre of the sea, and inside that figure the strip matters more than the city. Buzë Shëtitores, the first line along the promenade, runs €3,000–3,500/m², with resort apartments reaching €4,000. The centre is €1,600–1,800 for turnkey stock.
Ksamil, 15 km south, is €1,800–3,000 — more per square metre than the city itself. The rental picture is the same across all three: about 430 short-term listings at roughly 41% occupancy, so an apartment here earns for part of the year and sits for the rest. Foreign demand has fallen two years running while prices rose, and that gap is the thing to understand before buying on this coast.
