It depends on how you will use the flat. To live all year: the centre or Plazh, which are part of the city. For a cheaper summer flat: Golem's second line or Mali i Robit. For a managed resort: Gjiri i Lalzit. For the fastest recent growth: Qerret, up 21-43% in a year. Compare them in Golem or Plazh and Qerret or Gjiri i Lalzit.
The centre costs more, but it lets all year to local families and Tirana commuters and holds its price out of season. The beach zones are cheaper to enter and earn their money in summer: short-let occupancy in Golem peaks at about 55% in August and falls to about 13% in January. See the centre or Plazh.
It works as a summer let plus a winter tenancy, not as a year-round short let. Our sources put gross short-let yield in Plazh at 7-11%, the best in Durrës, and we estimate 5-8% for a second- or third-line flat in Golem. Nightly rates are lower than in Vlorë or Sarandë, but so is the entry price, by one and a half to two times.
Pull the ownership extract (kartela e pasurisë) from the cadastre ASHK yourself, ask for the occupancy permit (leje përdorimi) of a finished building, compare the floors built with the permit, and get the construction year - the 2019 earthquake hit the beach strip hardest. See our document checklist.
The earthquake damaged more than 14,000 buildings, the worst of it in Plazh and Shkëmbi i Kavajës, and most flats on the beach strip are over 30 years old. An older flat can still be a good buy, but first get its construction year, any post-earthquake assessment and an independent structural engineer's opinion. Read how to check an older building.
Foreigners buy flats, houses and commercial property in Albania on the same legal terms as citizens; only agricultural land is restricted. Ownership passes by notarial deed alone. On top of the price, a buyer pays:
On a flat at the median price here, €111,000, that comes to about €1,480 (1.3% of the price).
Rates: Ministry of Justice Order 279/2012 (notary scale), the ASHK fee schedule, market practice for agency fees. Confirm the exact amounts with your notary.
