How much does a notary charge for a property sale in Albania in 2026? A percentage of the price: 0.35% for a value up to 6 million lekë, 0.30% up to 15 million, and less above that. For a flat sold for 9 million lekë that is 27,000 lekë. If the price in the contract is lower than the zone's reference price, the notary calculates on the reference. On top of the notary come the cadastre (ASHK) fees, which rose in 2025: registering a sale now costs 5,000 lekë. Below are the notary's tariffs, the ASHK fees, worked examples and what we could not confirm.
The tariffs are set by Order 279 of the Minister of Justice of 14.06.2012, amended by Order 306 of 31.07.2013 and by a joint instruction of the Ministries of Justice and Finance in 2020. For a sale or a gift of real estate:
| Value of the contract | Notary's fee |
|---|---|
| 100,000-6,000,000 lekë | 0.35% |
| 6,000,001-15,000,000 lekë | 0.30% |
| 15,000,001-50,000,000 lekë | 0.28% |
| 50,000,001-100,000,000 lekë | 0.25% |
| above 100,000,000 lekë | 0.23% |
The value is the contract price, or the reference price of the zone if that is higher. The sources give the rate per band and do not say whether it applies to the whole value or only to the part inside each band; the examples below apply it to the whole value.
| Flat | Price | Notary's fee |
|---|---|---|
| Studio in Durrës | 5,000,000 lekë | 17,500 lekë (0.35%) |
| One-bedroom flat in Durrës | 9,000,000 lekë | 27,000 lekë (0.30%) |
| Two-bedroom flat in Tirana | 20,000,000 lekë | 56,000 lekë (0.28%) |
Take a 40 m² studio in Durrës, where the reference price is 67,500 lekë per m² according to the press: its reference value is 2,700,000 lekë. With a contract price of 3,000,000 the notary calculates on 3,000,000; with a contract price of 2,000,000, on 2,700,000. Reference prices by city are in our article on reference prices in 2026.
| Service | Fee |
|---|---|
| Special power of attorney | 3,000 lekë |
| General power of attorney | 5,000 lekë |
| Revoking a power of attorney | 500 lekë |
| Signature certification | 2,000 lekë |
| Certified copy of a document | 300 lekë per copy |
| Waiver of ownership | 3,000 lekë |
| Declaration for cancelling a mortgage | 2,000 lekë |
| Contract transferring ownership after legalisation | 3,000 lekë |
| Exchange contract | 10,000 lekë |
| Request to register the deed with ASHK | 4,000 lekë |
ASHK raised its fees by Council of Ministers Decision 462 of 31.07.2025:
| ASHK service | Fee since 2025 | Before |
|---|---|---|
| Registering a sale, gift or exchange contract | 5,000 lekë | 3,500 lekë |
| Ownership certificate | 3,000 lekë | 1,500 lekë |
| Ownership confirmation | 2,000 lekë | 1,500 lekë |
| Copy of the property card | 1,500 lekë | 1,000 lekë |
| Online check of a property's legal status | 1,000 lekë | 600 lekë |
Registering late costs 10% of the fee for each day of delay, up to 300,000 lekë. In practice the notary files the registration through the one-stop system, so the buyer does not have to go to ASHK.
For a flat at 9,000,000 lekë: the notary 27,000 lekë, the filing request 4,000 and the ASHK registration 5,000, about 36,000 lekë in all, before a lawyer, a translator if the buyer does not speak Albanian, and the agent. The 15% tax on the seller's gain is separate from these fees. The buyer of a flat pays no transfer tax: the 2% local tax applies to land only and is the seller's (Law 9632/2006, Art. 28).
A percentage of the value: 0.35% up to 6,000,000 lekë, 0.30% up to 15,000,000, 0.28% up to 50,000,000, then 0.25% and 0.23%. For a flat at 9,000,000 lekë that is 27,000 lekë. If the reference price is higher than the contract price, the fee is calculated on the reference.
5,000 lekë to register a sale, gift or exchange contract, since Decision 462 of 31.07.2025; before that it was 3,500. The notary's request to register the deed costs another 4,000 lekë. An ownership certificate costs 3,000 lekë and a copy of the property card 1,500.
A special power of attorney costs 3,000 lekë and a general one 5,000; revoking one costs 500 lekë. A power of attorney signed abroad needs an apostille and a translation into Albanian before an Albanian notary can use it.
By custom the buyer, but it is negotiable and should be written into the preliminary contract. The seller pays the 15% tax on the gain. The buyer of a flat pays no transfer tax: the 2% local tax applies to land only and is the seller's (Law 9632/2006, Art. 28).
We found no change to notary tariffs between 2023 and 2026. What changed were the cadastre fees: since 2025 ASHK charges 5,000 lekë instead of 3,500 to register a sale, and more for certificates and copies.
