A listing counts when it is marked as first line or states a distance of 0 m to the sea. That is a much shorter list than "near the sea": we count nothing further back, and a listing that states no distance stays out.
Most of it is flats in coastal complexes: 55 flats and studios, 2 houses and villas, 6 plots or commercial units. A detached house on the water is rare in Albania, and the coast is built mainly with apartment blocks.
The stock sits where agencies list with us: Durres leads with 39 and the table shows all 4 cities. The position comes from the listing, so check it on the map and on site before you reserve.

What it costs to buy
The costs on top of the price, from the sources behind our purchase cost calculator.
A foreigner buys a flat or a house in Albania on the same terms as a citizen and may sell or leave it to heirs freely; only agricultural land is excluded. The purchase is valid only as a notarial deed. The notary charges 0.35% of the value up to 6 million lek and 0.30% up to 15 million; the cadastre (ASHK) takes 5,000 lek to register the title. An individual buyer pays no transfer tax, the taxes on the sale are the seller's, and there is no VAT on a flat.
On a €100,000 flat the extras come to about €2,300, or 2.3%, with a lawyer, a sworn translator and the agency fee; with every optional item at the top of its range about €4,600. From reservation to the new title it usually takes four to eight weeks; for a flat under construction the deed follows completion. The annual building tax is 0.05% of the taxable value.
Albanian banks rarely lend to non-residents. What the market offers instead is interest-free instalments to the developer until handover, standard on most new-build sales. Owning a property lets you apply for a one-year residence permit under art. 84 of Law 79/2021; the law sets no minimum price.

On our listings today: Durres 39, Shëngjin 22, Sarande 1, Vlore 1. Most are on the northern half of the coast, because that is where most of our stock is listed; the south has very little on the first line with us at the moment.
The listing either marks the property as beachfront or states a distance of 0 m to the sea. Both are read from the listing, so a building described that way can still have a promenade or a road in front of it. Check the position on the map and on site. Listings that state no distance are not counted.

Notary 0.35% of the value up to 6 million lek (0.30% up to 15 million), 5,000 lek to the cadastre and, if you use them, a lawyer, a sworn translator and the agency fee. An individual buyer pays no transfer tax and no VAT on a flat. On a €100,000 flat that is about €2,300 in a typical case and about €4,600 with every option at the top of its range.
Ask a lawyer to check the title sheet and the building permit before the deed, and whether any later additions have been legalised. For a flat under construction, the deed follows completion, so read the developer's handover terms. Then walk the place: what stands between the building and the water is something a listing rarely tells you.
