How it is calculated

Notary (≈0.35%)
0.35% of the price
About 0.30-0.35% of the price on the official scale (Ministry of Justice Order 279/2012).
ASHK registration
€54, a fixed amount
5,000 lek (about €54, VKM 462/2025) to register your ownership with the state cadastre. The notary files it for you.
Lawyer (optional)
€800, a fixed amount
€500-2,000 for a check of the title, encumbrances and permits. Not required by law, but recommended.
Sworn translator
€100, a fixed amount
€50-150. Required if you don't speak Albanian; the translator co-signs the deed with you.
Agency fee (1%)
1% of the price
Typically 1% for the buyer on Domlivo listings; some agencies charge the buyer nothing.

The total is the sum of the lines above, and the share of the price is that total divided by the price.

There is no transfer tax line: an individual buying a flat pays none. The costs of owning the flat afterwards, such as the annual building tax, are not part of the purchase.
