Kosovar or diaspora buyer: Shëngjin. The market is built around this buyer, and the resort pipeline is there rather than at Velipoja.
Price-first buyer: Velipoja. It trades below Shëngjin on the same coast, twenty minutes apart.
Buyer watching the mega-projects: Neither on that basis. Blue Borgo at Velipoja is suspended over title disputes; Dukagjini at Shëngjin is due in 2028 and sold on broker figures.
