What are the pros and cons of living in Albania?
For: low fixed costs (about EUR 650 a month for one person renting in Durrës), easy entry (90 days visa-free for EU, UK and Israeli citizens, a year for Americans, no permit for Ukrainians until March 2027), a one-year renewable permit for anyone who buys a flat, mild coastal winters, cheap fast fibre, cards accepted in the cities and euro transfers through SEPA since October 2025. Against: Tirana rents rising about 8-12% a year, a six-month wait before public health insurance pays, no EU roaming yet, one working airport, no passenger trains, fuel at EUR 2.06-2.31 a litre, summer flats built without heating, and a construction boom that makes checking a building's papers essential. The figures below come from the sourced pages of this knowledge base.

What works in Albania's favour
- Money goes further. One person renting a one-bedroom flat spends about EUR 650 a month in Durrës and EUR 865 in Tirana on rent, bills, internet, phone, food and insurance; a beach flat in Durrës sells at about EUR 1,500 per square metre and buying costs about 2.5% in fees.
- Getting in is simple. Citizens of the EU, the UK and Israel stay 90 days in 180 without a visa, US citizens a year, Ukrainians need neither a visa nor a permit until 30 March 2027. Owning a flat gives the right to a one-year renewable residence permit with no minimum value.
- The climate on the coast. Vlorë and Sarandë have the warmest winters in the country and a swimming season from June into October; Durrës is mild and humid.
- Infrastructure where it counts. Fibre at 1,300 lek a month for 100 Mbps, 89% of fixed lines above 30 Mbps, cards taken in shops and restaurants in the cities, and euro transfers from an EU bank as ordinary SEPA payments.
- Safety nets exist. Emergency care is free for anyone in a life-threatening case, public schools are free and open to foreign children, and a foreign resident can join the public health insurance voluntarily for about 3,400 lek a month.

What people struggle with
- Rents and prices are rising fast where foreigners want to live. Advertised rents grew 8-12% in 2025-2026 and a Tirana 1+1 went from EUR 400 to EUR 590 in four years; house prices nationally were 28% higher at the end of 2025 than a year earlier. Cheap is relative to Western Europe, not to 2020.
- Healthcare needs planning. The public scheme pays only six months after you join; before that, and for private clinics, you pay or carry a private policy. Specialist care for anything serious means Tirana or a trip abroad.
- Getting around. One working international airport, Vlora airport stuck in a concession dispute, no passenger trains until the Tirana-Durrës line reopens (planned for late 2027), fuel at 190-213 lek a litre, and buses that run often but on no published timetable.
- The winters are not what the summer promises. Tirana is the coldest and hottest place in the country; many coastal flats were built for summer lets and have no heating; coastal towns are empty from November to April.
- Phones and paperwork. No EU roaming yet, documents translated and apostilled for every permit, a 30-day deadline to apply after arrival, and an address registration that cancels the permit if missed.
- Building quality varies. Hundreds of thousands of buildings went through legalisation and new ones go up fast; checking the ownership papers, the permit and the developer before paying is not optional.

| Fuel | 190-213 ALL a litre (EUR 2.06-2.31), October 2026 |

| Permit deadlines | Apply within 30 days of entry; register the address within 30 days or the permit is cancelled |

Who it suits
Albania works best for people whose income comes from elsewhere: pensioners from Italy, Germany or Poland, remote workers on a digital nomad permit, families who split the year between a European city and the coast, and buyers who want a flat by the sea that costs what a parking space does at home. It works less well for people who need a local salary (the average gross wage is about EUR 1,000 a month), specialist medical care close by, or an English-language school outside Tirana.
The practical test is a winter: rent a flat from October to May, with heating, and see whether the town still fits. Our pages on where to live, long-term rents and the cost of living give the figures; the listings show what the same money buys in each town.
