Velipoja, Shkoder: prices and area guide

900–1,600
All stock, €/m²
60,400
State reference, lek/m²

asking prices · 2026-H1 · Reference schedule: Udhëzim 34/2023 (in force 01.01.2024)

Shkodra’s beach, 15 km from Shëngjin since the 2025 road cut the drive from 66 km to under 20 minutes. Note the state reference here (60,400 lek/m²) is higher than Shëngjin’s (49,200) despite a cheaper market — the knowledge base flags this as illogical and unverified. The €280m Blue Borgo project is suspended amid title disputes and a withdrawn strategic-investor status.

Buying as a foreigner: what it costs

Foreigners buy flats, houses and commercial property in Albania on the same legal terms as citizens; only agricultural land is restricted. Ownership passes by notarial deed alone. On top of the price, a buyer pays:

  • Notary: 0.23-0.35% of the price, on the official scale
  • Registration of ownership with the cadastre (ASHK): 3,500 lek, about €38
  • Buyer's agency fee: typically 1%
  • The buyer pays no transfer tax; taxes on the sale are the seller's.

Rates: Ministry of Justice Order 279/2012 (notary scale), the ASHK fee schedule, market practice for agency fees. Confirm the exact amounts with your notary.
