Qendra is the historic core of Shkodra and its most expensive quarter. In a sample of listed asking prices gathered in August 2026, new builds ran at a median €1,457/m² and resale at €1,132/m², giving €1,377/m² across all 24 listings; the €1,700–1,900/m² quoted in agency surveys describes prime new stock only, not the quarter as a whole. At roughly 29% the new-build premium is the narrowest of the three researched quarters, because central resale stock holds its price.
Buyers are mostly local families and northern diaspora rather than foreign investors, and Shkodra carries no short-term-rental economy of the kind that supports coastal prices, so the case for the centre rests on scarce building permits and on resale liquidity.
