Where is the best place to live in Albania as a foreigner?

It depends on what you need. Tirana has the jobs, the schools and the main international airport, but the coldest winters and the highest rents (a 1+1 averaged EUR 590 a month in the first half of 2026). Durrës gives you the sea 38 km from Tirana at about half the rent (median EUR 390 for a 1+1 in September 2026); Vlorë and Sarandë have the warmest winters, and Shëngjin is the cheapest seaside town Domlivo lists.

Getting in and out

Tirana airport is the country's main international gateway. The Tirana-Durrës railway with a spur to the airport (Tirana-Durrës 22 minutes, airport 12 minutes) is being rebuilt; an operator tender is planned for late 2026 and passenger service for the fourth quarter of 2027.

Vlorë airport (code VLO) was certified in 2025, but in August 2026 the government began terminating its concession over missed deadlines, so do not plan around its flights yet.

How to choose

  • If you work in Albania or have school-age children, Tirana is the practical choice; the outer districts are cheaper than the centre.
  • If you want the sea but need the capital and the airport within an hour, look at Durrës: Plazh and Golem are the beach districts, the centre is cheaper.
  • If you live on a pension or work remotely and want mild winters, Vlorë and Sarandë are the warmest; check that the flat is heated, because many are built for summer lets.
  • If price matters most, Shëngjin has the lowest seaside prices on Domlivo, with a quieter winter.

Rent for a few months before you buy: the same town feels different in January and in August.
