Albania vs Montenegro

Albania or Montenegro: which to choose in 2026

Albania is genuinely a discount to Montenegro - Budva asks 1.5 to 2 times Tirana. What the discount story does not survive is a comparison with mainland Greece.

Beyond the price

The things a price table cannot tell you: how long the season runs, who else is buying, and what can go wrong.

Entry price

Albanie
Sourced zone by zone across this site, each band carrying its period and confidence level
Montenegro
Budva 2,500-4,200 and Ulcinj 1,800-2,800 euro per square metre, from third-party reporting rather than our own dataset

Where the discount stops

Albanie
Twice as cheap as Split and clearly under Budva, but only comparable with Thessaloniki - so "cheapest on the Adriatic" does not hold
Montenegro
The premium is real and long-standing; our macro file records it as a 1.5-2x multiple of Tirana

Cross-border effect

Albanie
Velipoja and Shëngjin sit within an hour of Ulcinj, so demand could flow either way - our research rates this low confidence
Montenegro
Announced mega-investments around Ulcinj are the stated reason the flow might reverse

What we can tell you

Albanie
Zone-by-zone bands, rents, state reference rates and the risk each place carries, all sourced and dated
Montenegro
City-level figures only. We do not model Montenegro and this page does not pretend to - treat the numbers as cited claims

The verdict, by who you are

Investor comparing entry price: Albania, clearly. Budva sits at 2,500-4,200 euro per square metre against Tirana around 1,900-2,000 - that gap is the whole investment thesis.

Buyer near the border: The real trade is Ulcinj against Velipoja and Shëngjin. Ulcinj asks 1,800-2,800 euro per square metre; the Albanian side of the same coast asks under half that.

Buyer testing the discount story: Half true. Albania is twice as cheap as Split and well under Budva, but Thessaloniki is comparable - "cheaper than every neighbour" is no longer accurate.
