Rana e Hedhur is the dune belt north of Shëngjin and prices inside Shëngjin’s own €1,100–2,000/m² range, with the Dukagjini Residences premium running far above it — penthouses have listed up to €1.6m. The €70–80m Dukagjini Resort with a Swissôtel and a mini-marina is due in 2028. Now the part that matters more than any of that: this zone carries the single largest legal risk in the northern research.
The dunes are a protected natural monument, and criminal proceedings over illegal construction and improper legalisation there name nine defendants including former heads of the Lezhë cadastre, with measures tightened on appeal in December 2025. Title and building-permit verification here is not diligence, it is the transaction.
