What is a zona kadastrale, the cadastral zone on Albanian documents? (2026)
A zona kadastrale is the territorial unit Albania's property register is built from: Law 111/2018 divides the whole country into cadastral zones, each with a numeric code, and makes the zone the base unit of cadastral data. Every property number starts with its zone, so the code on a kartela or in a listing pins the location exactly. The state also prices by zone: the draft 2026 reference prices for Durrës run from 45,000 to 200,000 lek per m2 depending on the zone.

What a cadastral zone is
For registration purposes the territory of Albania is divided into cadastral zones, and the zone is the base unit for creating and keeping cadastral data; properties inside a zone are grouped into blocks, and contiguous zones form a registration zone served by a local ASHK directorate. Each zone carries a numeric code - 8518 is a Durrës beach zone, for example - and ASHK administers all zones in one identification system.
A property's full number reads zone, then block, then property, which is why two flats in different towns can never share a number.
Why the zone number matters to a buyer
Three reasons. First, identification: the zone code on the kartela, the cadastral map fragment and the sale deed must all match; a mismatch means someone is showing you documents for a different property.
Second, money: the state publishes reference prices per m2 by cadastral zone, used for official valuations and the taxes computed from them. In the Durrës draft for 2026 the spread is wide - 200,000 lek per m2 in the beach zone 13 against 45,000 in zone 8 - so which zone a flat sits in changes the official value several times over.
Third, reading listings: agents often write the zone code instead of an address. The code decodes the location more precisely than the district name ever does.
Where to find and check the zone
The zone number is printed on the kartela and on the cadastral map fragment, both ordered through e-Albania; the online legal-status check shows it too. In a listing, ask the agent for the zone and property number - a serious seller has them at hand.
Checking that the zone matches the flat you viewed is part of step one of the purchase checks: our title-check page shows where the number sits on each document, and the verification checklist walks the full sequence.
