What is the kartela e pasurise, Albania's property card? (2026)
The kartela e pasurise is the record card ASHK keeps for every property in Albania: by Law 111/2018 it must state where the property is, its area and kind, who owns it, the act the title arose from, the rights of third parties and the value. VKM 782/2020 lays it out in six sections, A to F; a copy costs 1,500 lek. Section B answers whether the seller owns what they are selling, Section D whether anything blocks the sale.

What the kartela is
Every property registered in Albania has exactly one kartela, kept by ASHK on paper and digitally. The law prescribes its content: geographic position, area, kind of property, the owner's identification, the act from which the title arose, third-party rights with the acts they arise from, and the property's value.
The current model, set by VKM 782/2020, arranges that content in sections: A the property data, B the title (who owns it and how it was acquired), B/1 preliminary registrations, C real rights of third parties that do not restrict disposal, D the rights and acts that do restrict disposal, E other informative data, F internal notes that are not public.
Why it is the one document that matters most
Two of the eight purchase checks are answered by the kartela alone. Section B tells you whether the person selling is the registered owner and how they acquired the title; Section D tells you whether a hypothec, a seizure or the statutory mortgage of a legalised home blocks the sale. A legalised home can carry such a statutory mortgage, and it must be released before you pay.
A kartela ages fast: an entry can appear any day, so a copy from last month proves little. Order it fresh, days before the preliminary contract and again before the deed. The notary re-verifies the register at the deed, which is your second safety net, not a replacement for reading it yourself.
How to get it and what it costs
A copy of the kartela costs 1,500 lek at ASHK, ordered through e-Albania; the full pre-purchase set - ownership certificate, kartela copy and online legal-status check - costs 5,500 lek together and arrives in days.
The owner orders it themselves, or your lawyer does with a power of attorney. If a seller hesitates to show a fresh kartela, treat that as an answer in itself. How to read each section line by line is on our title-check page, and the whole sequence of checks on the verification checklist.
