Can you buy an apartment in Albania with a mortgage, and at what interest rate?

Yes. In June 2026 the average rate on new house-purchase loans in Albania was 3.77% in lek and 5.00% in euro (Bank of Albania). Since 1 July 2025 a bank may lend up to 85% of the value of a first home in lek or 75% in euro, and the instalment may not exceed 40% of income in lek or 35% in euro.

What banks charge in 2026

Most banks fix the rate for the first one to ten years and then move to a variable rate: the 12-month Treasury bill yield plus a margin for lek loans, 12-month Euribor plus a margin for euro loans. The Bank of Albania base rate is 2.5% (decision of 5 August 2026).

If your income is in lek, a lek loan avoids the exchange-rate risk; the banks themselves warn about it. Euro loans cost more and the limits on them are tighter.

How much a bank can lend you

The Bank of Albania limits apply to every bank from 1 July 2025. A bank may go above them on no more than 15% of the loans it grants in a quarter, and the recommended maximum term is 30 years or the years left until retirement, whichever is shorter.

What the monthly payment looks like

ABI Bank's published schedule for EUR 50,000 at 4.5% over 20 years is EUR 316.32 a month. The same formula gives about EUR 417 a month for EUR 75,000 over 25 years at 4.5%. On top of the instalment come the bank fee (about 1-1.25% once), the valuation, the notary, the registration of the mortgage at ASHK, and yearly life and property insurance, which ABI quotes at roughly 0.45-0.65% and 0.5-1.2% of the loan.

Off-plan flats, emigrants and foreigners

A flat still under construction can be financed. Some banks accept temporary collateral, such as another property, until the new flat can be mortgaged; others lend on projects they have an agreement with the developer for. Many developers also sell in instalments, but those terms differ from project to project.

Albanians working abroad can borrow on stricter terms: ABI finances up to 50% of the value for emigrants and ProCredit adds a higher margin. Some banks (Credins, ProCredit) say non-residents may be eligible, but no bank publishes general rules for foreign buyers; ask the bank before you sign a reservation.

Municipalities also run subsidised loans (kredi e butë) for families without a home of their own. Tirana budgeted 1,500 new quotas for 2026; calls are announced by each municipality and on e-Albania.
