
Two buyers in the same Durrës building can end up with completely different outcomes because one bought a finished apartment with its paperwork in order and the other bought a floor plan. The zone was identical. The risk was not.
This is our type-by-type assessment for 2026. Confidence is moderate: these are judgements about structure and incentives, informed by market data, not guarantees about individual buildings.
Approach with caution, and only with developers whose completion record you have personally verified.
The structural issue is that Albania has no escrow requirement. In markets with escrow, your money sits with a neutral party and is released against construction milestones. In Albania it goes to the developer, who is also the party whose solvency you are betting on. If the project stalls, you are an unsecured creditor of a construction company.
The 20-30% discount to a completed unit is real, and it is not a gift. It is the market pricing that risk. The question to ask is not whether the discount is attractive but whether this specific developer has delivered comparable projects on time, and what happens to your deposit if they do not.
Buying off-plan in 2026 has one additional consideration: transaction volumes are down about 35% year on year, which is exactly the environment in which pre-sale-funded developers run short of cash.
This is the best risk-adjusted purchase in the market, and it is where we would put a first-time buyer without hesitation.
The leje përdorimi — the certificate of use — is the document that confirms the building was completed lawfully and may be occupied. With it, the construction risk is gone, the unit can be rented immediately, and the title path is clean. The premium over off-plan is genuinely earned.
If you take one thing from this article: ask for the leje përdorimi by name, and do not accept "it is coming" as an answer.
Avoid in seismic zones. Treat with care in Tirana.
The 2019 earthquake changed how Albanians price older construction, and it did so permanently. Pre-2000 buildings were largely built under standards and supervision that no longer inspire confidence, and the discount they carry reflects a real difference in structural risk rather than a market inefficiency waiting to be arbitraged.
In central Tirana some older stock is worth owning for location and plot value. On the coast, in the zones that shook, we would not.
Neutral, with a clear warning about the arithmetic.
Penthouses command a 20-40% premium. Rental income does not rise proportionally — tenants pay for bedrooms and location far more than for a top floor and a terrace. That makes the penthouse premium a lifestyle purchase that happens to be in an investment article.
Buy one because you want to live in it. Do not buy one expecting the premium back on exit unless the building is genuinely prime.
Positive, for capital rather than income.
Villas in Lalzi Bay, Farkë and along the Riviera sit in a genuinely thin segment. Supply is limited, and demand comes from the diaspora and from European buyers with specific requirements, which is a more durable buyer pool than speculative apartment demand.
The trade-off is liquidity: fewer buyers means a longer sale. This is a hold, not a flip.
Neutral, mostly because the market is thin.
There is nothing structurally wrong with the product. There are simply not enough transactions to establish a reliable price or a dependable exit, which makes it hard to know what you are buying at and harder to know what you will sell at.
The highest upside on this list and the only one we would not touch without a lawyer.
The issues are title history, agricultural classification and restitution claims — the last being the legacy of ownership transfers going back decades that remain unresolved in parts of the country. Any of the three can make a plot unbuildable or unsellable, and none of them are visible from a photograph.
Handled properly, with the legal work done before money moves, land offers the largest gains available in this market. Handled casually, it is the fastest way to lose the entire amount.
An open question rather than a recommendation.
We do not have enough reliable data on Albanian street retail and offices to give a view worth acting on. Published office vacancy in Tirana has been reported at around 12.55%, which is a number, but a single vacancy figure is not an investment case. We would rather say we do not know than fill the gap with confident prose.
If you want one rule: pay the premium for a completed building with its certificate of use, and spend what you save on a lawyer rather than on a bigger terrace.
