New complexes near the Grand Ring run at roughly 1,400 euros per square metre in 2026. Shkozë is priced as former periphery that has been absorbed into the city, which is what puts it well below the central districts while remaining inside Tirana proper.
It suits a buyer prioritising price per square metre over amenity. The district was outer periphery until recently and its infrastructure is still catching up with the new construction along the Grand Ring. Check what is actually finished around a specific development rather than what the site plan promises.
Delivery of the surrounding infrastructure. At around 1,400 euros per square metre you are buying into an area still being built out, so the gap between the rendering and the street matters. Visit at the same time of day you would live there, and ask what is contracted versus what is proposed.
