asking prices · 2026-H1 · Reference schedule: Udhëzim 34/2023 (in force 01.01.2024)
Older stock in the centre runs about 1,500 to 2,500 euros per square metre in 2026, and new projects near Skanderbeg Square reach 3,000 to 3,500. Inside the small ring road new builds start around 2,300, and finding anything below 2,000 euros per square metre is now effectively impossible.
It offers the deepest liquidity and the widest quality spread in the country. The centre mixes 1,500 euro per square metre older stock with 3,500 euro new build on the same streets, so the district average tells you very little. Inspect the specific building rather than trusting the zone price.
Noise, tourist footfall and a highly uneven building stock. The same square kilometre holds carefully renovated apartments and pre-2000 blocks that carry a permanent structural discount after the 2019 earthquake. Age of construction matters more to your outcome here than the postcode does.
Foreigners buy flats, houses and commercial property in Albania on the same legal terms as citizens; only agricultural land is restricted. Ownership passes by notarial deed alone. On top of the price, a buyer pays:
Rates: Ministry of Justice Order 279/2012 (notary scale), the ASHK fee schedule, market practice for agency fees. Confirm the exact amounts with your notary.
