asking prices · 2026-H1 · Reference schedule: Udhëzim 34/2023 (in force 01.01.2024)
Second line rose 36% in a year, the fastest in the city, and the price already carries the master plan rather than what is built. The reference range spans two administrative units (9 and 11).
First-line units start around 2,700 euros per square metre in 2026. The second line runs about 1,900 and rose roughly 36 percent in a single year, the fastest increase of any Tirana district. That gap between the two lines is the clearest arbitrage currently visible in the city.
It is the city's main transformation zone and its most speculative one. The masterplan covers about a fifth of Tirana and includes relocating the municipality and courts, plus a Qatari-funded square. The upside is real on a three to seven year horizon; the timing depends on state projects delivering.
The price already assumes the plan is delivered. A 36 percent jump in one year on the second line means buyers are paying today for institutions and public works that have not yet moved. If the state timetable slips, and Albanian public projects have slipped before, that premium sits idle.
Foreigners buy flats, houses and commercial property in Albania on the same legal terms as citizens; only agricultural land is restricted. Ownership passes by notarial deed alone. On top of the price, a buyer pays:
Rates: Ministry of Justice Order 279/2012 (notary scale), the ASHK fee schedule, market practice for agency fees. Confirm the exact amounts with your notary.
