asking prices · 2026-H1 · Reference schedule: Udhëzim 34/2023 (in force 01.01.2024)
New builds in Blloku run roughly 3,000 to 5,500 euros per square metre as of 2026, and resale sits at about 2,500 to 3,500. That is the highest residential band in Albania. Prices have climbed 22 to 37 percent since 2023, when off-plan units were being booked around 3,500.
Blloku is where you preserve capital, not where you maximise yield. It has the city's most expensive rents, strong short-let demand and the deepest resale liquidity in Albania. The catch is arithmetic: prices have risen faster than rents since 2023, so the gross yield ceiling here is lower than in cheaper districts.
Noise, traffic and parking. Blloku is the centre of Tirana's bar, boutique and office life, which is exactly what makes it desirable and exactly what makes it loud. Roughly 27 percent of buyers in the central zone are non-residents, so a meaningful share of neighbours are absent owners or short-let guests.
Foreigners buy flats, houses and commercial property in Albania on the same legal terms as citizens; only agricultural land is restricted. Ownership passes by notarial deed alone. On top of the price, a buyer pays:
Rates: Ministry of Justice Order 279/2012 (notary scale), the ASHK fee schedule, market practice for agency fees. Confirm the exact amounts with your notary.
