The price per square metre is lower than a finished flat nearby would cost, and the payment is spread across the build in four steps rather than falling due at once. What is given up in exchange is certainty about when it will be ready. On that point: the completion date announced at the launch of this project has already passed. Ask for the revised date in writing, and read the penalty terms in the contract for a delay.
